Federation and the Honourable Company of Master Mariners,
the Board would suggest, for the consideration of the
Secretary of State, that no reference should be made
therein to the Governor's remarks in paragraph 3 of his
despatch of the 26th January, 1932, but that the reply
should be based on the consideration that the defendant
did not take advantage of his opportunity to appeal to the full Court or to apply for a review of the Magistrate's
decision.
The copies of the three Hong Kong Ordinances
enclosed with your letter are returned herewith.
A copy of this letter is being sent to the Admiralty.
